What Changed in HRA Metro Cities in 2026?
Previously, only Delhi, Mumbai, Kolkata and Chennai received the 50% salary limit. Bengaluru, Hyderabad, Pune and Ahmedabad were treated as other cities for this particular calculation, despite their economic importance.
The Income-tax Rules, 2026 expanded the qualifying list from four to eight cities, effective 1 April 2026. This affects the salary-percentage component of the HRA exemption formula for eligible employees using the old tax regime.
The change does not mean that everyone in a newly added city receives an additional 10% of salary tax-free. Actual HRA and rent-based limits still apply. The lowest qualifying amount determines the exemption.

How to Calculate HRA Exemption in India
The exempt amount is the lowest of three statutory figures. The city classification changes only one of these figures.
| Component | Calculation |
|---|---|
| Actual allowance | HRA actually received from the employer. |
| Rent-based limit | Actual rent paid minus 10% of eligible salary, with a minimum of zero. |
| Metro salary limit | 50% of eligible salary for the eight listed cities from 1 April 2026. |
| Other-city limit | 40% of eligible salary for other locations. |
| Final exemption | Lowest of actual HRA, positive rent-based limit and applicable salary-percentage limit. |
For HRA purposes, eligible salary generally includes basic salary, dearness allowance forming part of retirement benefits, and commission calculated as a fixed percentage of turnover. It does not mean total CTC or every allowance in your payslip.
Who Can Claim the Metro HRA Exemption?
Employees who receive House Rent Allowance as part of their salary may qualify for an exemption when they actually pay rent for residential accommodation. The amount depends on the relevant salary, HRA received, rent paid and location of the rented home.
The benefit is generally available under the old income-tax regime. The new regime does not ordinarily permit this HRA exemption. Choosing a metro city in a payroll declaration does not override that restriction.
What Counts as Salary for HRA?
Basic salary forms the starting point. Dearness allowance counts only where it forms part of salary for retirement benefits. Commission calculated as a fixed percentage of turnover may also count. Ordinary bonuses, special allowances and employer PF contributions should not simply be added to this definition.
For example, an employee with ₹50,000 monthly basic salary and ₹20,000 special allowance should not automatically use ₹70,000 as eligible HRA salary. The salary definition must be applied to the actual components.
Which Residence Determines Metro Status?
The relevant location is the rented accommodation occupied by the employee. The employer's registered office, payroll processing location or corporate headquarters does not independently establish the residential city's classification.
An employee working for a Mumbai company but renting a home in a separate non-listed city should not automatically select Mumbai. Conversely, a qualifying rented residence in an eligible city can matter even where the employer operates elsewhere.
Special care is necessary for relocations, temporary accommodation, changing rental addresses and periods without rent. Calculate the relevant months separately where facts change rather than applying one annual assumption to every period.
What If You Live in Your Own House?
Living in an owned home without paying rent does not create an HRA exemption. Similarly, receiving an allowance from an employer does not by itself establish that rent was incurred.
Employees who do not receive HRA may need to examine the separate Section 80GG deduction, subject to its eligibility conditions. That deduction is not the same as the employer-paid HRA exemption.
Metro Cities for HRA Exemption India – Complete List 2026: Calculation Examples
Examples make the effect of the expanded classification clearer. In each case, assume the employee selects the old regime, receives qualifying HRA and pays the stated rent for the entire year.
Example 1: Bengaluru Under the New 50% Rule
Suppose monthly basic salary is ₹60,000, monthly HRA received is ₹30,000 and monthly rent is ₹35,000. No additional qualifying DA or turnover commission is assumed.
- Annual eligible salary: ₹7,20,000.
- Annual HRA received: ₹3,60,000.
- Annual rent: ₹4,20,000.
- Rent minus 10% of salary: ₹3,48,000.
- 50% metro salary ceiling: ₹3,60,000.
The lowest figure is ₹3,48,000, so the estimated annual HRA exemption is ₹3,48,000. The remaining ₹12,000 of the HRA received is taxable salary.
Under the earlier 40% ceiling, the salary-based limit would have been ₹2,88,000. With the same illustrative figures, the new classification increases the exemption by ₹60,000. This is an increase in exempt income, not a ₹60,000 tax refund.
Example 2: A Non-Metro City
Consider an employee renting in Jaipur, with monthly basic salary of ₹50,000, HRA of ₹20,000 and rent of ₹25,000. Jaipur remains in the 40% category for this calculation.
- Annual eligible salary: ₹6,00,000.
- Annual HRA received: ₹2,40,000.
- Rent minus 10% of salary: ₹2,40,000.
- 40% salary ceiling: ₹2,40,000.
All three figures equal ₹2,40,000, so the full annual HRA received is exempt in this example, assuming all other conditions are met. A non-metro classification does not necessarily mean a lower exemption in every case.
Example 3: When the Higher Metro Limit Does Not Help
Suppose an employee in Pune has annual eligible salary of ₹8,00,000, annual HRA of ₹1,80,000 and annual rent of ₹2,40,000. The rent-based limit is ₹1,60,000 after subtracting 10% of salary.
The new 50% salary ceiling is ₹4,00,000, but the lowest figure remains ₹1,60,000. The exemption therefore stays at ₹1,60,000. Even the previous 40% salary ceiling would not have restricted this example.
These examples demonstrate why a higher metro percentage may or may not change the final result. The HRA calculator can help compare your own salary and rent figures.
Non-Metro Cities for HRA Exemption in 2026
The HRA classification is a specific income-tax rule, not a general ranking of city size, population, economic output or urban infrastructure. A city may be widely described as metropolitan while remaining outside the statutory 50% list.
Examples of cities outside the eight-city list include Jaipur, Lucknow, Chandigarh, Kochi, Indore, Gurugram, Noida, Faridabad and Navi Mumbai. Their usual salary-percentage ceiling is 40%, subject to the precise location and applicable legal classification.
Are Gurugram and Noida Included With Delhi?
Do not automatically treat Gurugram or Noida as Delhi for HRA purposes merely because they are part of the wider National Capital Region. Their separate locations matter when determining the applicable city category.
The same caution applies to locations surrounding Mumbai. A postal or metropolitan-area association is not sufficient proof that an address falls within the listed city for the tax rule.
How to Handle a City Boundary Question
Check the actual rented address, municipal jurisdiction and employer's interpretation of the applicable tax rule. Where the address lies close to a city boundary, obtain a documented determination rather than relying on a map label or an informal description.
The calculator's “Other city” option applies the 40% assumption. It cannot independently verify municipal boundaries or settle disputed addresses. A payroll specialist or qualified tax professional may be needed for unusual cases.
Does Moving During the Year Change HRA?
Yes, potentially. If an employee lives in different cities during the tax year, the applicable percentage and rent amounts may change between periods. Salary increases and changes in HRA received can also affect the calculation.
Calculate each distinct period using its actual eligible salary, allowance, rent and residence. Then add the valid period-wise exemptions. A full-year calculation using only the final residential address may produce an incorrect answer.
HRA Documents, Tax Regime and Common Mistakes
To support an HRA claim, employees should retain evidence that rent was genuinely paid for accommodation they occupied. Employer payroll procedures may require declarations and supporting documents before applying the exemption in monthly tax withholding.
Documents to Keep
- Rent agreement identifying the rented premises and relevant rental period.
- Rent receipts or other reliable payment evidence.
- Landlord's identifying details and PAN where applicable.
- Salary slips showing basic salary, HRA and other relevant components.
- Evidence of changes in residence or rent during the year.
Landlord PAN information is generally relevant when annual rent exceeds ₹1,00,000 under employer documentation requirements. Employees should follow the evidence requirements applicable to the relevant tax year, including the updated declaration framework under the 2026 rules.
Old Regime Versus New Regime
The old regime permits qualifying HRA exemption. The new regime generally does not. A higher exemption under the old regime does not automatically mean that the old regime produces a lower overall income-tax liability.
Compare tax slabs, standard deductions, eligible exemptions and other deductions together. Use the tax regime savings comparison calculator rather than making a decision from HRA alone.
Common Calculation Mistakes
One frequent mistake is treating the 50% salary ceiling as the exemption itself. The lowest-of-three rule still applies. Another is calculating the percentage using gross CTC instead of eligible salary.
Employees also sometimes choose their office city rather than the rented residence, apply the new eight-city list to FY 2025–26, or claim an exemption without actual rent payments. Each mistake can materially change the amount.
Finally, avoid treating an exempt salary amount as equal to tax savings. The actual reduction in income tax depends on the taxpayer's applicable rates, income, deductions and other circumstances.

Frequently Asked Questions About Metro HRA Cities
Answers to common questions about the expanded city list, eligibility and calculations.
01 How many metro cities qualify for 50% HRA in 2026?+
Eight cities qualify from 1 April 2026: Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Pune and Ahmedabad. The earlier FY 2025–26 classification covered only the first four cities.
02 Is Bengaluru a metro city for HRA exemption in 2026?+
Yes. Bengaluru is included in the expanded 50% salary-ceiling list effective from 1 April 2026. For FY 2025–26, the previous 40% classification applied.
03 Are Hyderabad and Pune eligible for 50% HRA?+
Yes. Both Hyderabad and Pune joined the qualifying list for tax year 2026–27. The exemption still depends on actual HRA, eligible salary and rent paid.
04 Is Ahmedabad now an HRA metro city?+
Yes. Ahmedabad is one of the four additional cities eligible for the 50% salary ceiling from 1 April 2026.
05 Are Gurugram and Noida considered Delhi for HRA?+
Not automatically. Being part of the National Capital Region does not itself make a separate rented residence eligible for Delhi's classification. Check the actual address and applicable jurisdiction.
06 Does Navi Mumbai qualify for 50% HRA?+
Navi Mumbai should not automatically be treated as Mumbai for this rule. A residence in a separately classified location ordinarily uses the 40% ceiling unless the applicable legal boundaries establish otherwise.
07 Is the HRA exemption 50% of my total salary?+
No. The percentage applies to eligible salary as defined for HRA, and it is only one of three limits. The final exemption is the lowest of actual HRA, rent minus 10% of salary and the city-based salary limit.
08 Can I claim HRA exemption under the new tax regime?+
Normal HRA exemption is generally unavailable under the new regime. Qualifying employees must use the old regime to claim it, subject to the applicable rules.
09 Can I use the eight-city list for FY 2025–26?+
No. The expanded list applies from 1 April 2026. Income earned during FY 2025–26 remains subject to the earlier four-city classification.
10 What happens if I change cities during the year?+
Calculate the relevant periods separately when rent, eligible salary, HRA or city classification changes. Add the valid exemptions for those periods to arrive at the annual total.
11 Is HRA exemption available without rent receipts?+
The exemption requires genuine rent payments and compliance with applicable evidence requirements. Keep reliable payment records and follow your employer's declaration process. Missing documentation may prevent payroll recognition of the claim.
12 Does a 50% HRA limit mean I save 50% income tax?+
No. It is a salary-based ceiling used in the exemption formula, not an income-tax rate or a guaranteed saving. The actual tax impact depends on the exempt amount and your overall tax calculation.
